Scope of Responsibility

The State of Maine requires all municipalities to have an Emergency Management Operation Plan to decrease the effects of disasters on the lives and property of the people of the State through leadership, cooperation and support of the four phases of emergency management:

  • Mitigation
  • Preparedness
  • Response
  • Recovery

South Thomaston Community Emergency Shelters

In the event of a natural or man-made disaster, South Thomaston has two Community Emergency Shelters.

  • The “Gilford Butler Center Shelter”– located at 54 Spruce Head Road South Thomaston, ME

This shelter is equipped with a generator and is staffed by volunteers and who live near the shelter and are prepared to respond quickly. The Shelter Manager for our Gilford Butler Center Shelter is Pennie Alley. This shelter is primarily a “warming shelter” used for short periods of time. Generally opened from 10am- 2pm but hours are flexible.

The Spruce Head Community Church Shelter– located 22 Village Rd., Spruce Head, Me

This is our largest shelter, also equipped with a generator and is staffed by volunteers who live within walking distance to the shelter. This shelter may be opened for hours or days depending on the nature of the disaster. When needed this shelter can accommodate overnight usage as well as being a “pet friendly” shelter. Crates are required for all pets and citizens are responsible for their pet’s care at all times. Hours of operation are 9am-5pm but hours are flexible.

Declaration of Shelter Opening

Upon orders from the Emergency Management Agency Director, the shelter will be opened to the community.
